Foundation or Higher, and what does each one cap?
In maths, Foundation runs from grade 1 to grade 5 and Higher from grade 4 to grade 9. That ceiling is the whole decision, and a lot of families meet it for the first time in Year 11.
A student entered for Foundation maths cannot be awarded a grade 6, no matter how well the paper goes. If a sixth form asks for a 6 in maths before A-level Maths, the tier decision has already answered that question, months before anybody sat anything.
The reverse risk is real too. Higher papers are built for grades 4 to 9, so a student who is genuinely working at a low 4 faces a paper where large stretches are inaccessible, and a run of blank questions does more damage to confidence than the extra grade is worth. Foundation exists for good reasons.
Combined Science is tiered the same way, and the same logic applies. English Language and English Literature are not tiered at all, so everybody sits the same paper.
The honest comparison is not Foundation against Higher, it is a comfortable grade 5 against a scraped 4 with a chance of a 6. Which of those is better depends entirely on what the student needs the grade for, and that is a question about sixth form entry requirements rather than about pride.

Can the decision still be changed?
Yes, up to a point, and the point arrives earlier than most families realise because entries are made well before the exams.
Schools decide tiers from classwork and mock performance, and the exams officer submits the entries. There is a normal deadline and a late one, and after that the decision is fixed for that series. The practical implication is simple: a conversation in November is a conversation, and the same conversation in April is a request to change an entry that has already been made.
If you want to make a case, make it with evidence rather than ambition. A marked Higher paper the student has sat under time, showing they can access the grade 5 and 6 questions, is a far stronger argument than a belief that they are capable of more. Schools respond to the first and are wary of the second, reasonably.
And be prepared for the answer to be no, with a good reason behind it. A department that has taught your child for two years has more information than a mock score, and a tier decision made to protect a student from a paper they cannot access is not a lack of ambition.
Grade boundaries move each year, set after marking by the exam boards under Ofqual, which is another reason to aim for a mark cushion rather than sitting exactly on a threshold, whichever tier is chosen.

- Get a Higher paper sat under proper time conditions.
- Mark it against the real mark scheme, not generously.
- Look at whether grade 5 and 6 questions were accessible.
- Take that to the department rather than an opinion.

Does tier matter for a resit?
A great deal, because the aim narrows to a single number and Foundation clears it comfortably.
A resit student in maths needs a grade 4, and Foundation goes up to 5. For most resitters that makes Foundation the sensible entry: the whole paper is accessible, the target sits in the middle of the range rather than at the bottom, and nothing is lost because a 6 was never the goal.
The requirement itself comes from the 16 to 19 maths and English condition of funding, updated in July 2026, which keeps maths and English on the timetable for any 16 to 19 year old without grade 4 in them. Grade 3 means a GCSE; grade 2 or below allows Functional Skills level 2 as well.

Frequently asked questions
What is the highest grade available on Foundation tier maths?
Grade 5. The Foundation papers cover grades 1 to 5 and the Higher papers cover 4 to 9. A student entered for Foundation cannot be awarded a 6 however well they do, which is the single most important fact about the decision.
Who decides which tier my child sits?
The school, based on classwork and mock performance, and the entry is made by the exams officer. Parents can and do raise it, and a well-argued case backed by a mock paper is usually listened to.
When is the last point it can change?
Entries are made months before the exams and there is a late window after that, so the practical deadline is earlier than families assume. Ask the exams officer for the school’s internal cut-off rather than guessing.
Is Foundation the safe option?
It is the safer option for a student who would score very little on Higher papers, and a ceiling for one who would not. A comfortable grade 5 on Foundation beats a scraped 4 on Higher, but it also closes off the 6 that some sixth form courses ask for.
Does tiering apply to every subject?
No. Maths and the sciences are tiered. English Language and English Literature are not, and neither are most humanities, so those are sat by everybody on the same paper.

Sometimes, if there is a year to work with and the gap is a few specific topics. In the spring of Year 11 it is usually too late, and the better use of the time is securing a strong grade 5 rather than gambling on a 4.
